The answer would be 2 because you can reduce -5 1/2 to -11/2 and then when you multiply that by 4, you get -22. On the bottom, you can reduce -9 3/5 to -48/5. When you add -48/5 to -1.4 you get -11. Now your solved fraction would -22/-11 and -22 divided by -11 equals positive 2.
