I am assuming it wants it “y=mx+b” form, you would start with the formula “y-y1=m(x-x1)”
You get: y-17=-4/3(x-(-9))
Simplify: y-17=-4/3(x+9)
Distribute: y-17=-4x/3-(36/3)
Simplify Fraction: y-17=-4x/3-12
Add “17”: y=-4x/3 +5
