If you are given a point and the slope, use the point-slope formula.
m = 2/3
(x₁, y₁) = (-6, 3)

y - y₁ = m(x - x₁)

y - 3 = 2/3(x + 6)
y - 3 = 2/3x + 12/3
y - 3 = 2/3x + 4
y = 2/3x + 1

The equation of the line is y = 2/3x + 1.
