A motorboat and a pwc are meeting head-on. which one is the stand-on vessel?

This is a boating question not really a physics questions, but googling the rules says the motorboat is the stand on vessel. The pwc is, by class, lighter than the motorboat so it has more maneuverability and thus should be the one to change course. The motorboat is the stand on vessel, so it keeps it's course and speed unchanged.
