I got 6/9 as well, and when you simplify, you get 2/3.

So, first you would make 3 into 3/1.
Now, multiply the numerators, then the denominators.
2  x   3    6=  2
9  x   1    9= 3
Well, your teacher must mean when you turn 3 into 3/1...
